Richard N. Best Associates to Overhaul
Five Parking Facilities at Harrisburg International Airport

LEVITTOWN, PA — The Susquehanna Area Regional Airport Authority (SARAA) recently awarded a $912,137 contract to Richard N. Best Associates, Inc. of Levittown, Pa., specialists in parking, access and revenue control. In partnership with manufacturer Federal APD, Richard N. Best Associates will provide new equipment, training and continuing service support for five parking facilities, including ground transportation at the Harrisburg International Airport. 

Work will begin immediately and proceed on an ambitious timetable to upgrade parking technology at the airport. Major goals of the project are to increase system flexibility, ensure reliability, and incorporate new capabilities in order to improve service, according to Timothy J. Edwards, A.A.E., executive director, Harrisburg International Airport. 

From parking gates and automatic pay stations to a sophisticated facility management software, Richard N. Best Associates will overhaul the airport parking systems. As part of the agreement, the company also will provide training, preventive maintenance and rapid on-site service to keep the new system at peak operating performance. Upgrades will augment the main parking garage, the long-term parking lot, the daily/employee lot, the administration lot, and the ground transportation hub.

Richard N. Best Associates “is best qualified to meet and serve our needs,” explained Edwards. “We've selected an experienced contractor. We know that they’ve done similar work many, many times before and we are confident in their ability to upgrade the system with few or no complications.”

Richard N. Best Associates will perform the upgrade “in segments so we don’t interfere with customer service needs,” said Jeffrey M. Best, vice president. Best anticipates completion of the equipment upgrade by December 31 of this year. Quality assurance testing and additional training is expected to continue into January and February.

“We’ve partnered with Federal APD and other manufacturers to source everything from facility software to parking gates, automatic pay stations and cashier terminals, fee computers and an Automatic Vehicle Identification system to ensure ground transportation providers can operate efficiently," Best said.

Federal APD will provide parking equipment for the project, and MN Technologies, a Federal APD Software Resource Partner, will supply an Xpress PARC frequent parker system. TransCore manufactures the Automatic Vehicle Identification System, and Commend International will provide the IP Intercom System. In total, project upgrades will outfit 22 lanes of equipment.

The parking system is the Harrisburg airport’s largest revenue generator, according to Edwards. “We needed to make the investment if we were to continue to grow as a regional transportation center. Therefore, the decision was made quite quickly – it’s a very high priority,” he said. 

SARAA is a multi-municipal authority established in 1997 to manage and oversee the economic development of airport facilities in the Susquehanna region.
